You can only withdraw funds from Coinbase to a linked bank account or a supported cryptocurrency wallet. However, there are alternative methods to transfer your funds from Coinbase to PayPal. One option is to sell your cryptocurrency on Coinbase and then use a peer-to-peer trading platform that supports PayPal, such as LocalBitcoins, to convert your funds to PayPal. Another option is to transfer your funds from Coinbase to a cryptocurrency exchange that supports PayPal withdrawals, such as Binance or BYDFi, and then withdraw to PayPal from there.
